PROSECUTION AFFAIRS INSTITUTE
Prosecution affairs are the core and critical to the Royal Thai Police Office because they are directly involving with justice administration, rights protection by law for the pubic to meet social changes in all aspects. Being a mechanism to retain the rule of law as key foundation in developing the country, the National Police Bureau senses the importance of the prosecution affairs which is the upstream of the justice administration and sees the necessity to accelerate developing the prosecution affairs and their personnel, systems and procedures for better effectiveness to keep pace with other justice administration offices. It thus institutes the Prosecution Affairs Institution.
The institution is located in 195 Moo 5, Salaya- Bang Phasi Road, Salaya Subdistrict, Buddhamonthon District, Nakhonpathom Province 73170. It is a new offices commenced in 1996 directly under the supervision of the Police Education Bureau at that time. It was then instituted by the resolution of the Police Commission in the Meeting 17/2539 (1996) dated October 19 1996. However, there is no decree to have public divisioning but an internal work group with direct responsibility of the improving the prosecution affairs in order to be the core institution of the Royal Thai Police Office which directs, controls and holds responsibility to train all levels of its officers including controlling code of ethics, registration, inspection, and the removal of the interrogation license. This is to standardize the prosecution affairs into the justice system accepted by public and more efficiency. It also becomes the center collecting laws, regulations, obligations interesting complicated cases and other information related to the prosecution affairs for the benefits of research works and to mediate advices, consultations and solutions for the operation units in the Royal Thai Police Office.
In 2000, the Royal Thai Police Office set a policy to improve skills for the prosecution personnel coupling with cultivating virtues allowing them equipped with knowledge and lasting ability of prosecution affairs truly dependable on justice administration for public. The Institute of Laws and Prosecution Affairs is empowered to command and to supervise the works of the Prosecution Affairs Institution. However, it is still under supervision of the Police Education Bureau without transferring any positions and also without any decree of public divisioning to be the legal office but just an internal unit under the Order of Police No. 654/2543 (2000) dated October 2, 2000 and the Order of Police No. 654/2543 (2000) dated October 2, 2000 and the Order of Police No. 858/2543 (2000) dated December 18, 2000.
In 2004, the National Police Office Act BE 2547 (2004) has been enacted demanding the Royal Thai Police Office to division into Office of the Commissioner and Headquarter to decentralize more to the Commission. Later, in 2005, there has been a decree of divisioning the Royal Thai Police Office BE 2548 (2005) transferring the Prosecution Affairs to The Institute of Laws and Prosecution Affairs. Also, the Ministerial Rules of Division to the Bureau or Other Public Units in the Royal Thai Police Office BE 2548 (2005) designing the Prosecution Affairs Institute comprising Prosecution Affairs Job (supervising Academic Job) ; Prosecution Affairs Institution 1 ( supervising Code of Ethics and Evaluation Jobs) and Prosecution Affairs Institution 2 (supervising Personnel Training).
In 2009, decree of divisioning the Royal Thai Police Office BE 2552 (2009) enforced in September 7, 2009 and the Ministerial Rules of Division to the Bureau or Other Public Units Otherwise Called in the Royal Thai Police Office remit the previous public offices under the Ministerial Rules of Division to the Bureau or Other Public Units in the Royal Thai Police Office BE 2548 (2005) and its amendments of instituting new offices. The Prosecution Affairs Institution has been moved to be under the “Institute of Laws and Prosecution Affairs”, the Royal Thai Police Office playing the major role in promoting and developing the prosecution affairs for better efficiency demanding the officers to be professional with ethics accepted by other offices of the justice administration. It also supervises education and a train police of the prosecution affairs, develops training systems and is the center to provide education services and training related offices to the prosecution personnel for developing efficiency and upgrading the academic recognition to the personnel. This currently includes joint operation or supports other offices wither being related or being assigned.
